Certifications


  The Maryland Small Business Development Center (SBDC) Network, in conjunction with other agencies, provides the opportunity for small business owners to become certified through the state and federal government. These certifications allows the business owner to appreciate special benefits and access to resources given by the specific agency. The purpose of the Historically Underutilized Business Zones (HUBZones) empowerment contracting is to encourage economic development through establishment of preferences for awards of federal contracts to small businesses located in such areas.

The Maryland Department of Transportation, Office of Minority Business Enterprise has two primary functions: Minority Business Enterprise (MBE) certification for the State of Maryland and the administration and coordination of the MBE Program within the MDOT administrations.

The SBA's Section 8(a) Program is intended for business development purposes to help socially and economically disadvantaged business owners. SBA assists these firms in gaining equal access to the resources necessary to develop their business and, thereby, improve their ability to compete on an equal basis in the mainstream of the American economy. To participate in the 8(a) program, a business must be at least 51 percent unconditionally owned an operated by an individual(s) who is a socially and economically disadvantaged citizen of the United States.

Major reforms of federal government procurement programs are being implemented to assist Small Disadvantaged Businesses (SDB). The SBA now processes SDB certification applications. To qualify as an SDB, a firm must be owned and controlled by one or more individuals who are socially and economically disadvantaged. Congress has directed that individuals who are members of certain ethnic groups are presumed to be disadvantaged. Other persons, including women and persons of any race, can also qualify by establishing their disadvantaged status.
